Thanks for your great question! A few places in the New Testament are like this, actually, where a verse number appears to be missing. The reason for this in the case of Matthew 18 is because some ancient Greek manuscripts include a verse 11—“For the son of man came to save the lost”—while others don’t have it. It’s hard to say exactly why that happened (see John 5:4 for a similar situation), but whatever the case, you’ll notice that these words are essentially the same as Luke 19:10, sure words of Jesus about who he is and what he has come to do.
